Renters Rights Bill in further updates

As we mentioned previously, the Renters Rights Bill is nearing Royal Assent. It was widely thought it would become law ahead of the Labour Party Conference at the end of September, but it has rumbled on. 

Once the party conference season has ended, the bill will return to the House of Lords for the so-called ‘ping pong’ process. It is expected that no significant amendments will be made at this late stage, however, there are still some issues in relation to pet deposits and the 12-month re-letting and re-marketing restriction. 

The House of Lords will discuss the amendments again on Tuesday 14 October. In addition to the pet deposit and re-letting restrictions, there is also a proposal tabled by Baroness Grender that aims to “establish a homes standard applicable to all accommodation administered by or on behalf of the Ministry of Defence for the purposes of Service Family Accommodation and Single Living Accommodation”.

Meanwhile, there are concerns that many tenants have not heard of the proposed changes in legislation and have no idea that their rights are about to change once the bill receives Royal Assent. In particular, there are concerns that tenants may not realise that section 21 evictions are changing, and that all existing fixed term tenancies will end, so that tenants can give landlords two months notice at any point.
